On Wednesday 5th April 2023, A section of Members of County Assembly of Kitui have table Speaker Kevin Kinengo Impeachment motion to the assembly’s clerk.
Led by MCA for Kivou ward Hon Sammy Musili Munyithya, the MCAs have highlighted some of issues that have resulted to Kick off the impeachment motion.
Speaker Kevin Kinengo is alleged to have misused the office and county assembly’s resources by authorizing approvals to be paid nonpartisan staff on account of county assembly budget.
He is also accused of awarding tenders to his girlfriends and friends without following the law, gross misconduct involving in excessive drinking and dancing with naked women in public therefore the honourable members accuse him on violation the constitution and recommend that he is not worthy to hold the office of the speaker.
Speaking exclusively with Hopkin Reporter the MCAs disclosed that over 45 MCAs has signed the impeachment motion of the dismissal of the county Speaker Kevin Kinengo.
In the press statement shared to Hopkin Digital desk the MCAs stated that;
“The majority of the Members of the Assembly feel that the Speaker has undermined and destroyed the functionality and credibility of the County Assembly, to the extent that it can no longer perform its mandate of legislation, oversight and representation of the people of Kitui.
Among other things, the Speaker has:- Usurped the role of financial planning and management from the County Assembly Service Board, and made arbitrary and reckless decisions that have seen the Assembly run into a deficit of Ksh 53 million in just 6 months of this term;
He has emasculated the County Assembly Committees to the extent that they are not able to carry out their oversight work as mandated by the Constitution;- County Assembly Members and Committees can only go out to work, or present motions as a favour from the Speaker, and not as a right to exercise their core mandates;-
He has undermined the working relationship between the County Assembly and the Executive through vainglorious acts of grandstanding and chest thumping.- He has intimidated and demoralised staff of the Assembly by usurping the role of the Clerk as laid out in the County Assembly Service Act.
Members of staff have been harassed and interdicted left right and centre for petty reasons like missing the call of the Speaker.- He has divided members of the Assembly into camps of the favourites and the undesirables, and exercised favouritism and discrimination, including in approval of motions and duty travel.- He has misused properties, vehicles, and finances of the Assembly in his personal activities and those of his cronies. –
He has harassed and Intimidated members of the public and the press who have tried to access the County Assembly, even though the Assembly is a foremost public institution that is created and fully funded by the public;For these and many other reasons which are laid out in the Motion, we have declared today.”
