Despite Kitui County Public Service Board distanced itself from the staff audit report that unearthed how casuals and ghost were used by mbee nzei regime to plunder county funds.The Report which was presented to governor malombe by chairperson Dr Florence Nzisa Muinde unearthed a total of 935 ghost workers in Kitui County Government.
In a letter on our desk the county secretary and CECM County Treasury had stopped K.C.P.S.B from recruiting more new staff.
The county Treasury in a letter dated 22/06/2022 noted that the salaries and wage bills had gone up tremendously too high due to the recruitment that had been done.
“looking at the budget for this financial year we will not be able to pay salaries for June 2022 for the new recruits. Please advise us on the way forward on this and why such recruitment took place or continued despite my earlier communication on the budget availability,” Ben Katungi CECM county Treasury wrote to the chair K.C.P.S.B.
On 25/08/2021 County assembly of kitui through the office of the clerk, wrote a letter to chair CPSB on non compliance of kitui county wage bill with statutory requirements.
“The office of the controller of budget has also raised the issue of high wage bill in the FY2021/2023 approved budget estimate vide a letter Ref. COB/KTU/001/23 dated 9th August 2021 which has advised the county to ensure compliance with legal limits on the expenditure on personal emoluments,” the letter stated.
The office of the county secretary didn’t hesitate to questioned the chair CPSB on staff recruitment. In a letter on hopkin desk dated 22/06/2022 county secretary found out whether the planned recruitment had been initiated by the affected ministries.
