GOVERNOR MALOMBE INHERITED PENDING BILLS AMOUNTING TO KSH2.4 BILLION

On Tuesday 14th February 2023, Kitui County Pending Bills Review Committee handed over report submitted by the Assumption of Office of the Governor Committee,highlighting that the current County Government of Kitui inherited Pending Bills amounting to Ksh.2.4 Billion.

After analysis the total value of Eligible Bills was Kenya Shillings 1.4 Billion making up 55.74%. The total value of Ineligible Bills was Kenya Shillings 1.1 Billion making up 44.26%.

The Committee received a total of 55 Claims and Pending Bills for Court Decrees, Arbitral Awards, Legal Cases and Legal fees with Value of Kes. 663,971,923.03. The legal claims should be addressed as per tables below. A. Legal Claims Payables LEGAL CLAIMS ITEM AMOUNT Certified Works 155,534,397.96 Costs of decree and awards 11,040,305.70 Payable Legal fees Claims 17,077,647.60 Total 183,652,351.26

Chairperson of the pending bills review Committee Eng. Nicholas Muthui unveiled that Payment of the pending bills will be done on a First In, First Out (FIFO) basis and will be spread into three quarters.

In his presentation also noted that “Where money was paid fraudulently, recovery proceedings should be instituted and county staff involved SURCHARGED and there was collusion between county officers and contractors to defraud the county through signing of completion certificates while the work was either partially done or not done “.

Present in the presentation held at governor’s boardroom was Kitui Governor Dr Julius Malombe, Kitui Deputy Governor Augustine Kanani, Kitui Deputy Speaker Christopher Nzilu Nzioka, a section of MCAs, clergymen, Incoming Chief Officers and CECMs, outgoing Chief Officers and CECMs.
