Governor Malombe Led Signing Of Performance Contracts by the County Ministers (CECMs)

Kitui Governor Dr. Julius Malombe (EGH) today presided over the signing of Performance Contracts by the County Ministers (CECMs) at his office prepared in collaboration with officers from the Public Service Management Unit under the Office of the Prime Cabinet Secretary.

In his speech, Governor Malombe said the contracts are a tool for efficient and effective service delivery for improved livelihoods of the county residents.

“The contracts will ensure transparency, accountability and responsiveness in serve delivery “. He said.

The exercise is in accordance with Section 47 (1&2) of the County Government Act 2012 that provides for establishment of Performance Management Strategy by the County Executive Committee to evaluate performance of the County Public Service and the implementation of county policies.

The Governor pointed out that the strategy comprises performance indicators that are speacific, measurable, achievable, realistic and time bound.

The Governor added that his administration will use the result oriented Performance Contracting (PC) system as its main systematic approach to be informed by the 16 sector Development priorities of his plan (The Kitui Promise).

According to Governor Malombe, the signing of the 4th quarter is key to introduce the culture of the Perfomance contracting in the county public service and commit the CECMs on their targets set to be achieved before closure of the Financial Year 2022/2023.

The exercise will cascade down to Chief Officers, Directors and Municipality Managers. The other officers will use the Perfomance Appraisal System (SPAS) with the CECMs overseeing the exercise in their ministries.

The exercise has a component of rewarding good performers thereafter and sanctioning the laggards in December 2023.
