Kitui Governor Dr. Julius Malombe (EGH) is presides over the signing of the Perfomance Contracts (PC) by the County Executive Committee Members (CECMS) at his office.
The move is a is sign of commitment towards effective governance and the betterment of the county. The PCs seek to foster a culture of continuous improvement by setting achievable goals and holding the public officers accountable in the pursuit of excellence.
The exercise will be cascaded down to the Ministries and departments.
In his speech, the Governor said the move seeks to realize an efficient and effective service delivery to the people of Kitui and an indicator of his administration’s commitment towards effective governance and the betterment of the county.
Governor Malombe noted that Performance Contracting was a bold step in fostering a culture of excellence within the government ministries.
“This is a commitment to deliver tangible results, improve our services and ultimately make a positive impact on the lives of our people “. He said.
Further, the county chief said the county had collaborated with officers from the Public Service Perfomance Management Unit under the Office of the Prime Cabinet Secretary led by Mr John Magua, OGW.
According to the Governor, the move will enable the government streamline operations, enhance service delivery and maximize the value of the services offered to wananchi.
Perfomance Management Strategy by the CECMs to evaluate performance of the county public service and implementation of the county policies is a provision in Section 47 (1&2) of the County Government Act 2012.
Kitui will use Performance Contracting (PC) system as the main systematic approach informed by the Governor’s manifesto, the County Fiscal Strategy Paper and the budget allocations in the FY 2023/2024.The move, according to Governor Malombe, will improve accountability for resources and service delivery to the people of Kitui.
The Governor noted that improvement in revenue collection as a proof of the hard work of the employees and an indicator of positive contribution of the signing of the performance contracts earlier in April 2023.
He called on the CECMs, COs and Municipal Managers to embrace and spearhead the exercise within their ministries and departments.This, he said, was a beginning of the journey towards implementation of the ministerial targets set for the 2023/2024 FY in a more responsive manner.
The Governor pointed out that his administration had realized tangible improvements since the signing of the Perfomance Contracts in April 2023 noting that PCs are his government had embraced PCs forthwith.
