Kitui Governor Dr Julius Malombe (EGH) Today has received a report from the Human Resource Audit and staff rationalization committee.
Dr Florence Ndisa Muinde (OGW) has exposed that the county has been paying 935 ghost workers and 326 are in permanent and pensionable terms 23 contractuals, 56 ECDE teachers and 530 casual workers.
“Before the audit, the number provided to us for kitui County employees was 8114, out of these,4019 officers paid by the Intergrated Payroll and Data Management System (IPPD), 69 manually and 1625 casual,” Dr Muinde said.
The committee recommended that the county should stop paying salaries to the 935 ghost workers with immediate effect.
In the report, the committee recommended that arbitrary engagement of casuals and wage payments by departments without approval from the county public service board ceases forthwith.
It also recommended that the county initiates measures to recover any irregular payments made to staff.
Further, the commission suggested that remedial action be taken against employees who through their acts of commission or omission led to grim malpractices in the management of the county payroll.
Governor Malombe on his part said he will follow all human resource procedures to implement the report.”We will implement this report. Where immediate action is supposed to be taken, we’ll. Let’s also not forget that we must follow due diligence, Fairness and justice”. He said.
Present during report presentation by Dr Florence ndisa Muinde was Deputy Governor Augustine Kanani, Kitui assembly speaker Kinengo Katisya, a section of MCAs, CECMs, Chief Officers, Clergymen, Kitui youth Link, Civil Society, Businessmen and the press are in attendance among others.
