Governor Mutula Launches One-Stop Digital Land Services System

Makueni County has taken a bold step in digitizing its land services with the launch of the Makueni Ardhi System, a self-service portal accessible from anywhere in the world. Governor Mutula Kilonzo Jr, while unveiling the system, emphasized its role in transforming land administration by bringing all related services under one digital platform.

The move aligns with the national government’s Ardhisasa initiative and seeks to improve efficiency, transparency, and convenience in accessing land services. Residents and investors can now handle their land-related matters with just a few clicks, eliminating the need for physical visits to government offices.

With the new platform, users can pay property rates and rent, conduct plot searches, and apply for construction permits and clearance certificates with ease. The system provides flexible payment options, allowing property owners to make partial payments on rent and rates, easing the financial burden. Additionally, the platform is designed to send automated feedback via SMS and email, ensuring users stay informed about their transactions. By promoting paperless transactions, the county is also advancing environmental sustainability and reducing bureaucratic delays.

One of the significant milestones of the Makueni Ardhi System is the onboarding of 32,332 plots, an increase from 27,000 before the system’s development. This expansion is expected to boost the county’s Own Source Revenue, with a target of Ksh 170 million from land-based revenue streams in the 2024/2025 financial year. By streamlining revenue collection, the county can invest more in development projects, benefiting residents through improved infrastructure and services.

Beyond financial benefits, the system will enhance accountability and fairness in land administration. Cases of public land grabbing and encroachment have long plagued land governance, but with digitization, fraudulent activities will be significantly reduced. The system ensures that land records are tamper-proof, making it harder for unscrupulous individuals to manipulate ownership details. This will foster investor confidence and promote orderly development within Makueni County.
