The Kitui County River Basins Sand Utilization and Conservation Bill, 2023 (County Assembly Bill No. 6, 2023) has today in the afternoon sitting undergone first reading in the County Assembly. Further, the Speaker committed the Bill to the committee on Environment, Energy and Mineral Investments Development for consideration.
The Bill seeks to regulate sand utilization and conservation in the County while ensuring sustainable exploitation of sand resources, environmental conservation, equitable sharing of accruing benefits and for the connected purposes.
Earlier, the House had approved a motion on reduction of the publication period for the Kitui County River Basins Sand Utilization and Conservation Bill, 2023 from fourteen (14) days to one (1) day to fast track its approval by the County Assembly, pursuant to the provisions of Standing Order No 116.
At the same sitting, the House unanimously approved the report by the County Budget and Appropriations Committee on the consideration of His Excellency the Governor’s memorandum on the Kitui County Supplementary Appropriations Bill, 2023 (County Assembly Bill no. 4, 2023). This now paves way for the Kitui County Government to appropriate the FY 2023/2024 Kitui County Supplementary Budget (I) Estimates approved on 27th September, 2023 amounting to Kshs. 13, 998,780,291.
