On Thursday, January 30, 2025, Kitui County Speaker Kevin Kinengo Katisya attended a consultative meeting at the County Assemblies Forum (CAF) offices in Nairobi.
The meeting brought together the County Assembly of Kitui House Leadership and the CAF Secretariat to explore potential areas of cooperation. Additionally, the session reviewed the quarterly report detailing pending parliamentary matters that impact county assemblies.
CAF CEO Ms. Lorna Losem provided an update on the Financial Autonomy of County Assemblies through the County Public Finance Bill, 2023, which is currently at the whole house of Parliament.
She also briefed the team on the County Equitable Ward Development Fund Bill (2024), the County Assemblies Pension Scheme Bill (2024), and the County Civic Education Bill (2024). These bills, if properly structured, will have significant implications for county assemblies across the country.
The meeting also addressed other critical issues affecting county assemblies, such as the County Allocation of Revenue Act 2024, which has significantly reduced the budgetary ceiling for county assemblies.
Discussions also covered upcoming events, including the Special General Assembly scheduled for late February 2025 and the Legislative Summit set for March 2025. These engagements aim to strengthen legislative functions at the county level and enhance financial autonomy for county assemblies.
