Kitui Municipality Manager Job Muisyo has been dismissed from his position, though the specific reasons for his removal have not been disclosed.
His role has been taken over by Ms. Irene Kaindi Muema who was his Deputy Municipal Manager, who will now manage the municipality’s affairs. The position of Municipal Manager is not only administrative but also strategic, playing a crucial role in the implementation of various policies and programs aimed at improving municipal services.
As Municipal Manager, Muisyo was responsible for overseeing the city’s overall operations and ensuring the efficient delivery of services. This included developing and adopting policies, plans, and strategies, as well as setting targets for service delivery.
Muisyo also formulated and implemented an integrated development plan, which was essential for coordinating various development initiatives within the municipality. One of his key roles was controlling land use and overseeing infrastructural development, tasks that required collaboration with relevant agencies and stakeholders.
Additionally, Muisyo managed schemes for site development, maintained a comprehensive information system for administration purposes, and managed the municipality’s internal affairs.
His responsibilities also extended to implementing relevant county and national legislation, entering into contracts or partnerships to facilitate municipal duties, and monitoring services provided by the board or other service providers. He prepared the municipality’s budget, collected rates and taxes, and monitored the effectiveness of services and policies.
Speaking exclusively with a Hopkin Digital reporter, Muisyo revealed that the reasons for his deployment were not communicated to him. “I have no idea. Nothing was communicated to me,” he said. The Municipal Manager’s duties also included establishing performance management systems, promoting a safe and healthy environment, and regulating public transport.
These tasks were pivotal in ensuring the municipality’s growth and the well-being of its residents. As Ms. Irene steps into this role, she will inherit these responsibilities and the challenge of continuing the initiatives set forth by Muisyo while addressing any new issues that may arise within the municipality.
