Minority Leadership Challenges Speaker’s Allegiance to Kitui Executive

The Minority Leadership in the Kitui County Assembly has issued a press statement to Hopkin Digital Media, highlighting their concerns and clarifying their position on recent developments within the county government. This comes in the wake of contentious remarks made by the Kitui County Assembly Speaker, Hon. Kinengo Katisya, during the recent Kitui Agricultural Show. The Speaker had declared that the MCAs fully supported Governor Malombe and the operations of the county government, a statement that the Minority Leadership strongly refuted.

In their press release, the Minority Members led by Nguni MCA and deputy leader of minority party emphasized their critical role in overseeing the operations, policy implementations, and resource management of the county executive. They reiterated their support for the county government through budget approvals for the fiscal years 2022/2023, 2023/2024, and 2024/2025, ensuring the smooth running of county operations. However, they stressed that their support comes with the responsibility to question and scrutinize any ambiguities in resource management, as mandated by the Constitution of Kenya and the Assembly Standing Orders.

The Minority Leadership expressed their dismay at the Speaker’s remarks, which they felt misrepresented their collective stance and undermined their oversight role. Hon. Jeremiah Mutua, speaking on behalf of the Minority Members, clarified that the Speaker’s comments did not reflect their position. They asserted their independence and commitment to maintaining checks and balances on the Executive, rejecting any notion of unconditional support. They urged the Speaker to focus on his constitutionally defined duties and avoid overstepping by speaking on behalf of the MCAs without proper consultation.

The press statement also addressed recent attacks on Hon. Jeremiah Mutua by bloggers affiliated to the executive, which the Minority Leadership viewed as indicative of rogue governance and corruption within the county’s departments. They criticized the current state of essential services, citing a lack of drugs in hospitals, deteriorating road conditions, and the mismanagement of the Early Childhood Development Education (ECDE) sector. These issues underscored the urgent need for robust oversight to ensure the county government serves its people effectively.

In their concluding remarks, the Minority Leadership vowed to continue their vigilant oversight and promised to reveal more areas of concern in due course. They reaffirmed their commitment to transparency and accountability, ensuring that the Executive remains answerable to the people of Kitui County. As they navigate these challenges, their resolve to uphold their constitutional duties remains unwavering, advocating for the betterment of their community.
