Public Participation On Sand Bill And Policy, 2023 Kicks Off

Public participation exercise on the Kitui County River Basins Sand Utilization and Conservation Policy and Bill, 2023 kicked off today on 7th November 2023, in Kitui Central, Kitui South, Kitui East and Kitui rural sub-counties.

A section of county reps, led by Hon. Dominic Mwamisi (Mutha) converged at Mutomo Chiefs’ Camp where the public passionately discussed, raised concerns and gave valuable proposals on the Kitui County river basins sand utilization and conservation Bill, 2023. The public raised concerns on the proposed hours of sand harvesting and transportation saying that the timings proposed in the Bill will affect their operations negatively.

Another delegation led by Hon. Kimanzi Muange (Tseikuru) and the Chairperson of the County Assembly Committee on Environment, Energy, and Mineral Investments Development engaged members of the public drawn from Kitui Central sub-county at Kitui Multipurpose Hall where they shared their opinions on how the Assembly can regulate sand utilization and conservation in the County.

Residents drawn from Kitui East sub-county also congregated at Zombe AIC, in Zombe town where Honourable Members led by Hon. Cornelius Muthami (Mui) and Chairperson committee on County Delegated Legislation took them through the Kitui County river basins sand utilization and conservation policy, 2023.

Honourable Members who spoke assured residents that their views would be incorporated in the final report on the policy even as they reiterated that its introduction is an indication that Governor Malombe administration is commitment in ensuring Kitui residents benefit from the important mineral resources in Kitui County.

Another delegation under the leadership of Hon. Rose Kasyoka Kathoka (Nominated) had an opportunity to engage residents drawn from Kitui Rural sub-county at Kiusyani A.C.K Church where the public were taken through the Kitui County river basins sand utilization and conservation policy, 2023.

In all centers, members of the public lauded the two documents adding that the documents will bring sanity and order to sand harvesting and transportation across the County.

Honourable Members assured the public that their submissions will be taken into account by the committee which is expected to submit its recommendations to the House for consideration and approval.
