The County Assembly of Kitui has tabled a notice of motion seeking the impeachment of Mr. Peter Mwikya Kilonzo, the County Executive Committee Member (CECM) for Finance, Economic Planning, and Revenue Management. The notice was read by Kiomo Kyethani MCA Antony Musyimi Musyoka, citing allegations of gross violation of the Constitution of Kenya 2010 or other laws, incompetence, abuse of office, and gross misconduct.
Key accusations against Mr. Kilonzo include persistent delays in the submission of critical finance bills for 2022, 2023, and 2024, which have reportedly impeded the efficient operation of the county government. These delays are viewed as evidence of incompetence and a failure to fulfill the obligations of his office.
In addition to inefficiency, Mr. Kilonzo is accused of exploiting his office for personal gain. Allegations have surfaced that he solicited bribes from contractors in exchange for approving payments for completed projects. Moreover, several chief officers have accused him of using threats and intimidation to further his personal interests, actions that contravene Section 34 of the Leadership and Integrity Act 2012, which prohibits bullying and harassment by state officers.
The notice of motion also highlights Mr. Kilonzo’s alleged disregard for the ethical standards expected of public officers. His actions are said to violate the national values and principles of governance outlined in Article 10 of the Constitution. These accusations have prompted public and political outcry, leading to the initiation of impeachment proceedings.
As per Kitui Assembly Standing Orders, after the notice of motion is tabled, a three-day notice period must elapse before it is debated in the Assembly. The outcome of this process will determine whether the allegations against Mr. Kilonzo are sufficient to warrant his removal from office, marking a pivotal moment for accountability and governance in Kitui County.
