Kitui Governor Dr. Julius Malombe (EGH) earlier today hosted officials from the Institute of Public Finance (IPF)Â led by Madam Ruth Kendagor – Head of Research and Capacity Strengthening.
The meeting discussed the Own Source Revenue (OSR) project that seeks to achieve an effective revenue administration for enhanced OSR collection among counties.
The goal of the project is to support the county governments of Kitui, Laikipia and Nairobi city to progressively enhance their OSR.

This will be achieved by providing technical assistance in collaboration with the Commission on Revenue Allocation to support counties to develop revenue enhancement strategies and matrices for implementation, provide technical assistance to county technical staff in revenue forecasting and to strengthen the capacity of revenue staff in managerial roles for effective revenue administration.
The project envisages that counties will increase their OSR and make systems more effective, efficient and responsive to governments and citizens’ priorities by strengthening the revenue strategies and engaging stakeholders in public policy and finance decisions.
Improved OSR not only increases absolute revenues for a county but also improves the fiscal autonomy of county governments and allows them to better manage their public finances in manner more appropriate to their own economies.
