Phoebe Mutemi, the Kitui County CECM for Culture, Gender, Youth, ICT, Sports, and Social Services handed over Governor Julius Malombe’s donation of sports uniforms and assorted kits to Mr. Paul Musili, Chairperson of the Kenya Primary School Sports Association on 17th July 2025.

The handover took place during the ongoing Kenya Primary School Games hosted at Kitui School. This gesture fulfilled a promise Mutemi made during last year’s games in Kakamega, where a pupil from Kitui County qualified to represent Kenya at the All-African Games in Rwanda.

Governor Malombe, in his recent State of the County Address, publicly commended Ms. Mutemi for her proactive leadership, particularly in mobilizing and uniting youth across Kitui. He highlighted the successful Kitui County Youth Engagement Forum held in November 2024 at the Ithookwe Showgrounds, which brought together 1,302 youth from all 247 villages. The event showcased young entrepreneurs and served as a powerful platform for dialogue, learning, and inspiration. Through her efforts, Mutemi has ensured that Kitui youth are not only seen but heard and supported.

Under Mutemi’s stewardship, Kitui has witnessed significant investments in sports infrastructure. Construction of three FIFA compliant stadiums is underway in Mwingi, Ithookwe, and Kyuso, alongside the development of additional stadia in Kivou and Kyoani. Furthermore, over 21 playgrounds mostly in public primary schools have been fenced, levelled, and equipped with goalposts. These facilities are creating safe spaces for talent development and promoting discipline and teamwork among the youth.

Recently, she also launched a countywide rollout of assistive devices to reach all sub-counties. Notably, the Kitui County Youth Empowerment and Development Policy 2025, developed under her leadership, is awaiting County Assembly approval. The policy is a strategic tool meant to mainstream youth issues across sectors and deliver real, coordinated, and funded programs. Phoebe Mutemi isn’t just keeping promises she’s laying the foundation for a future led by empowered and inspired Kitui youth.
