New Dawn for Kitui County Public Service Board as Governor Dr. Julius Malombe Delivers New Administration Block

Governor Dr. Julius Malombe has commissioned the newly constructed Kitui County Public Service Board (CPSB) headquarters offices, marking a major milestone in strengthening institutional capacity and public service delivery in the county. The governor was speaking during the official commissioning ceremony of the modern administration block, which is expected to significantly improve the working environment and operational efficiency of the constitutional body.

Governor Malombe said the new headquarters underscores his administration’s commitment to building strong, independent institutions capable of upholding professionalism, integrity, and meritocracy in public service, in line with Articles 10 and 232 of the Constitution. He noted that the Public Service Board remains a critical pillar in safeguarding fairness, transparency, and accountability in county human resource management.

Highlighting key achievements, the governor said the Kitui County Public Service Board has strengthened merit-based recruitment and promotion systems, overseen the deployment of a diverse county workforce, institutionalised performance management and discipline, and progressively automated recruitment processes to enhance efficiency and transparency across county departments.

Dr. Malombe revealed that the Board currently oversees 5,434 county staff, most of whom are on permanent and pensionable terms, adding that over 1,000 employees have been promoted since August 2022. He further noted that the Board has developed essential human resource policies, including frameworks on staff development, temporary workers, secondment, discipline, and career progression guidelines for ECDE teachers and enforcement officers.

Addressing past challenges, the governor said the construction of the new headquarters was informed by years of limited office space, rising workload demands, and growing public expectations. He explained that the modern facility offers adequate office space, meeting rooms, secure records management areas, and improved public access, all of which will enhance staff productivity, confidentiality, and service turnaround times.

Reaffirming his administration’s position, Governor Malombe pledged continued respect for the Board’s constitutional mandate, saying, “We shall maintain our unwavering commitment to respecting the independence and operational autonomy of the County Public Service Board, supporting its institutional growth, and working collaboratively to build a professional, motivated, and accountable County Public Service.”
