In a highly anticipated recruitment exercise, candidates vying for the position of Kitui County Attorney were interviewed on Wednesday, 30th July 2025. The office, critical for advising the County Executive on legal and legislative matters, attracted seasoned legal professionals with outstanding credentials and varied public service experience.

Hopkin Digital Media has profiled some of the standout candidates who presented their credentials before the selection panel.

1. Dennis Kyalo Muinduko

Dennis Kyalo Muinduko is a seasoned legal practitioner with deep roots in constitutional and public law. He has extensive experience working with county governments and has previously served as a legal advisor in multiple public sector institutions. Muinduko is known for his clarity on devolution, governance structures, and legislative drafting. His articulate presentation before the panel focused on strengthening the legal framework in county service delivery and advancing public interest litigation to defend county laws and policies.

2. Muatha Grace Muthei

Grace Muthei Muatha is a respected advocate with years of experience in litigation, commercial law, and alternative dispute resolution. A gender-rights champion, Muthei has provided legal aid to marginalized groups and has led legal reforms in community development programs. She holds a Bachelor of Laws degree and a Postgraduate Diploma from the Kenya School of Law. Her background in civic education and human rights gives her a unique perspective on citizen-centered governance.

3. Apollo Muinde Mutisya

Apollo Muinde Mutisya is the founder of Apollo Muinde & Partners Advocates, a law firm established in 1996 with offices across major towns in Kenya. He is an Advocate of the High Court, Commissioner for Oaths, Notary Public, and Certified Public Secretary. His areas of specialization include civil and commercial litigation, conveyancing, insurance law, intellectual property rights, and labor law. A member of the Law Society of Kenya and the Institute of Certified Public Secretaries, Muinde has handled complex legal matters for both corporate and government clients, including high-profile litigation against public service boards.

4. Kimwele Muneeni

Kimwele Muneeni is a multifaceted legal professional, Muneeni has served as a Principal Magistrate, Senior Attorney at EACC, and now leads Kimwele Muneeni & Co. Advocates. He also lectures law at the undergraduate level and he is currently the acting senior legal officer and Head Legal And Council Affairs at JOOUST

Academic Credentials: LL.M in International Law, MBA in Strategic Management, Postgraduate Diploma from KSL.

Public Service: Former Principal Magistrate at the Judiciary; Senior Evidence Analyst at EACC.

Research Interests: Discrimination law, strategic planning, social order.

5. Timothy Kyalo Mwange

Timothy Kyalo Mwange is a legal expert known for his quiet but strategic involvement in public service law and policy. While less visible in the media, he has a reputation among peers for detailed legal research and policy development. He holds a Bachelor of Laws degree and has consistently worked to enhance access to justice through pro bono services and public legal education.
