The latest report for the year 2023/2024 by Auditor General Nancy Gathungu has once again exposed Kitui South MP Rachael Kaki Nyamai for serial embezzlement of public funds. A Hopkin Digital Media reporter has gone through the damning report and breaks down how millions are being swallowed by the MP like emergency pills with the vulnerable residents of Kitui South left to suffer.
The management of the Kitui South Constituency Development Fund (NGCDF) has come under sharp scrutiny following revelations of corruption, mismanagement, and betrayal of public trust. According to the audit, millions of shillings meant for education and community development have been siphoned off, leaving schools in disrepair and deserving students locked out of bursary opportunities.
One of the biggest scandals revolves around bursary funds, where out of Ksh. 52,738,368, the allocation fell short of the mandatory 25 percent threshold required by law. Shockingly, the bursary sub-committee failed to provide a list of applicants or beneficiaries, vetting records, or acknowledgement receipts from learning institutions. This glaring omission strongly suggests the presence of ghost beneficiaries, while genuine needy students were denied the financial aid they desperately needed.
Equally disturbing are the revelations on sitting allowances. Payments amounting to Ksh. 1,108,000 were disbursed to committee members without any supporting minutes or approved schedules of meetings. This is a clear sign of ghost meetings, where public funds were looted in the name of allowances — outright theft that undermines confidence in the CDF oversight structures.
The rot extends to infrastructure projects as well. A staggering Ksh. 6,700,000 was allocated for the construction and renovation of classrooms in various schools across Kitui South. Yet, on-site inspections exposed substandard work: cracked walls and floors, poor paintwork, metallic sheets installed instead of windowpanes, and missing ramps that had been budgeted for. These findings expose deliberate corner-cutting and collusion with rogue contractors, leaving learners in unsafe facilities.
In total, the Auditor General’s report paints a grim picture of a constituency where resources are treated like a personal ATM by the MP. Vulnerable residents are milked dry, students robbed of bursaries, and children condemned to collapsing classrooms. Hopkin Digital Media will continue to shine the spotlight on this betrayal until every shilling looted under Kaki Nyamai’s watch is accounted for.
